So like yeah... 3.0.3 is on the PTR and the patch notes look almost complete meaning we could expect to see this patch on live before expansion release. Because they will need time to debug it on Live, so no later than 1 week before expansion release.

Well the nerf bat hits the ret paladins and the most feared aspect of pvp was addressed in this upcoming patch. 90% of the complaints about ret paladins being OP came from PVP arena players. Many of you may know a paladin can deal a great amount of damage within the 6sec stun. This was the biggest issue by PVP players.

If you ever taken a look at the ret paladin tree. It was designed around the idea to continually crit to sustain their optimum dps. Ret paladins do not build dmg like rogues/feral cats/fury wars.. etc(combo points/rage). The idea was to make ret paladins a spec that would deal the same amount of dmg from start to finish. So their starting dmg (burst) is higher than pure dps classes but their max dmg (sustained) is lower than other dps classes. At least this is the goal of Blizz for this expansion.

So to remove some of the burst from the tree they made the following changes:
1. Art of War no longer increases crit strike damage from our three dps spells. Instead it increase their damage slightly. In my opinion it might result in a higher sustained dps. Will affect PvE dps.
2. Blessing of Might max rank increases slighty to allow it to stack with Battle shout. This will increase PvE dps.
3. Judgement debuff will not apply to targets you miss. Will only affect pvp and pve pallies running around without max hit rating. Lower pvp dps in general.
4. Righteous Vengeance no longer increases crit strike damage, instead it adds a dot like a rogues wound. Will lower burst dmg in pvp and may or may not increase pve. We still have no numbers to see how long the dot is and how much dmg it does. IMPORTANT- blue stated this dot will not break Repentance. This is important to pvp ret paladins.

There are some nice changes to prot and holy. I think it is a slight buff to those tree. If you mainly pve you will be happy. If you pvp you may not like it.
